Minutes of the Environment and Planning meeting held on Tuesday 9th January 2007
in the Magistrates Room, Corn Exchange, Hungerford.

1) Apologies
Apologies were received on behalf of Cllr Ballard who is in hospital.
2) Declaration of Interests
There were no declarations.
3) Minutes of 11th December 2006
07/P001 Proposed: Cllr Bullock, second: Cllr Liddiard. Vote: 7 in favour with 1 abstention (did not attend the last
meeting). It was noted that Cllr Bullock’s name had been omitted from the attendance list. This was added
and the minutes were signed as a true and accurate record by Cllr Scorey.
4) Planning Applications
06/02726/FUL 32B Fairview Road, - Associated Dental Practice Ltd
Enlarge existing use to include proposed D1 use (use as a
dental surgery). Support
07/P002 Proposed: Cllr Liddiard, second: Cllr Harries. Agreed unanimously.
Comment: Thank you for considering our comments on designated parking.
This Council will wish to speak on this application if the officers’ recommendation is
contrary to our observations.
06/02729/HOUSE Globe Cottage, Old Haywood Bottom – Mr R Boath
Remove dilapidated outbuilding and replace with new similar plan
building to comprise Home Theatre, Pool Room and domestic
facilities to be used solely in conjunction with Globe Cottage.
Building is single storey with small attic gallery bed space.
Globe Cottage is not listed. No objections

6) Code of Conduct for Planning
David Holling (WBC Legal) has now informed the Clerk that the document he sent for the
Council to adopt is, in fact, only a guideline. The Council has to develop its own Code.
West Berkshire’s Code of Conduct for Planning has been supplied to assist the Council
in developing its Code. Cllr Scorey has volunteered to produce a draft of the proposed
Code for Hungerford.
7) Conference: Future of Rural Housing & Regeneration. 7th February 2007
Cllr Acworth will attend. It is hoped that the Council will receive a bursary to cover the
attendance fee.
8) Housing Needs Survey
28.4% response. The survey results are still being collated by Arlene Kersley.
Clerk has been asked to place this on the agenda for the next meeting.
9) Agenda 21: The Way Forward
Both Cllr Acworth and Cllr Hudson produced documents to be considered by committee
members.
Cllr Scorey stated that the Council should inform and encourage people not dictate to
them re the Global Warming issues.
Cllr Thompson will write a short piece for the next edition of the HTC Newsletter, explaining
how to get a house assessed for energy efficiency.
Agenda for next meeting: Night-time lighting reduction – items 1 and 2 of Cllr Acworth’s
document.
Cllr Acworth will speak to the Chamber of Commerce re the above and report back at the
next meeting.
10) Risk Assessments
There are no amendments needed to the risk assessment for this committee.
Cllr Harries is carrying out risk assessments for the Triangle Field Development. There will be
an assessment required for the new office in the Library.
2010+ must carry out risk assessment for the new Library garden, which is its project. Public
Liability Insurance is required for the period of the project.
