Minutes of the Environment and Planning committee meeting held on Monday 22nd January 2007
in the Magistrates room, Corn Exchange, Hungerford.

1) Apologies for absence
There were no apologies.
2) Declaration of Interests
Cllr Acworth declared a personal interest in 06/02946/HOUSE as the applicants are known to him.
3) Minutes of 9th January 2007
07/P008 Proposed: Cllr Wilson, second: Cllr Bullock. Vote: 7 in favour, 1 abstention (not present at last meeting).
Agreed. The minutes were signed as a true and accurate record by Cllr Scorey.

Amendment to consent 05/02898/FUL. Demolition and removal of
redundant farm buildings and replacement with new. No objections
07/P009 Proposed: Cllr Bullock, second: Cllr Harries. Agreed. This Council does not wish to
speak on this application.

6) Code of Conduct for Planning
Cllr Scorey hopes to have the draft prepared in time for the next meeting. RS
7) Conference 7th February 2007
Clerk has applied for a bursary on behalf of Cllr Acworth; now awaiting decision.
07/P013 Proposed: Cllr Harries, second: Cllr Bullock, that even if the bursary is not granted Cllr Acworth
should still attend the conference. Agreed.
8) Housing Needs Survey
Nothing to report.
9) Agenda 21/Global Warming
i) Night –time lighting reduction: Cllr Acworth thinks the Council should be taking a lead in
this re Council property, The Council should think about saving electricity generally.

ii) Reduction in Street Lighting: Costs and security issues need to be discussed.
Cllr Acworth has been invited to a Chamber of Commerce meeting on 1st February 2007.
He will report back to the committee at its next meeting.
Cllr Harries said that the Council should consult with the Police before progressing the
street light option.
Cllr Ticehurst suggested that a shop should be asked to carry out an experiment by using energy
efficient light bulbs and then comparing energy usage and costs.
After further discussion it was:
07/P014 Proposed: Cllr Harries, second: Cllr Bullock, to ask full Council to adopt a policy aiming to
reduce CO2 emissions in Hungerford. JKH
Further suggestions were:
i) Encourage people to shop locally i.e. farmers’ markets
ii) Council to hold information for the public to refer to re actions that can be taken
to help reduce Global Warming
iii) With regard to lights, Cllr Acworth to test waters with Chamber of Commerce
re experiment with low energy bulbs in shop premises
iv) Agenda for February Council meeting: letter to all Councils in our area enquiring
what they are doing in regard to the Global Warming issues. JKH
Actions by this committee for its next meeting:
i) Cllr Hudson will calculate CO2 emissions RH
ii) Cllr Acworth to prepare a report of his meeting with the Chamber of Commerce WA
iii) Approach the Town & Manor, Cricket Club, Football Club, and the three schools
to ask if they are interested in working with the Council on the Global Warming issues.

10) Risk Assessments
Cllr Harries reiterated that a risk assessment must be carried out by the 2010+ group re the garden
project at the new Library.
