Minutes of the Environment and Planning committee meeting held on Monday 12th February 2007
in the Town Hall, Hungerford.

1) Apologies for absence
Apologies were received on behalf of Cllrs Hudson, Scorey, Wilson and Thompson.

3) Minutes of 22nd January 2007

6) Code of Conduct for Planning
Held over until next meeting. Cllr Scorey has almost finished the draft document.
7) Agenda 21/Global Warming
Cllr Acworth will report fully at the next (March) Town Council meeting. Therefore, he reported
brief overview as follows:
i) Meeting with the Chamber of Commerce
Approximately 20 minutes spent raising various issues – in general those present seemed
in favour of taking action re Global Warming.
Cllr Acworth to contact Nick Furr asking that a letter be sent to the Chamber members
who did not attend, seeking their opinion of the Global Warming issues and actions that
could be taken.
Cllr Acworth advised that the Council needs to speak to the Police and other agencies
re actions that could be taken in regard to Global Warming.
Cllr Acworth will contact Cllr Hudson with a view to drawing up a Policy (guidelines)
on Global Warming for presentation at the March 5th Council meeting.
ii) Rural Housing & Regeneration Conference of the 7th February 2007
The Commissions report revealed that housing problems are far greater in Rural areas
than in Urban. This is due to several factors, including lower incomes, transport and
employment.
There is a need for local authorities policies re Housing and Regeneration to be planning led
and pressure must be brought to bear to ensure that this is the case.
It would appear that landowner’s feel that they need to assist by making land available for housing or else rural communities will suffer as will the interests of the land owners.
For the future, it is becoming increasing important that people work from home or in the immediate area so as to reduce travel and the threat to rural communities.
Cllr Bullock thanked Council Acworth on behalf of the committee, for attending the Conference and
for his expertise in advising the committee on Global Warming issues.
iii) Report from Cllr Hudson on CO2 emissions in Hungerford
Cllr Hudson was not present to give his report.
iv) Draft letter prepared by Cllr Scorey
Cllr Scorey was not present to present the draft letter.
It was agreed that Cllr Acworth should invite two members of the Marlborough Environmental Pledge group
to address the Council at its March meeting.
8) Housing Needs Survey
Still awaiting the report.

9) Risk Assessments
Cllr Harries reminded the committee that the Rugby Clubhouse Development will need assessing
and also the 2010+ Library Garden project.
