Minutes of the Environment and Planning meeting held on Monday 26th February 2007

in the Town Hall, Hungerford.

                                Apologies were received on behalf of Cllrs Harries, Thompson and Hudson.

                3)             Minutes of 12th February 2007

The minutes were signed as a true and accurate record by Cllr Scorey.

                6)             No plans received after the agenda was issued and whilst the Clerk was away.

 

                7)             Code of Conduct for Planning

                                The draft document was distributed to the committee.   Councillors to read and send any comments

                                to Cllr Scorey by the 12th March 2007.

                                The committee congratulated and thanked Cllr Scorey for preparing the draft document.

 

                8)             Agenda 21/Global Warming

                                The Mayor has asked Susan Fellowes to address the Council on 5th March 2007.   The Marlborough

                                Climate Pledge group will be invited to address the Council at a later date.

It was suggested that Global Warming should be an issue on the agenda for the Parish meeting on the

                                22nd March 2007.

 

                                Cllr Scorey believes that the Chairman of this committee, both present and future, cannot deal effectively

                                with both Planning and Environment and that a separate group is now needed to deal will environmental

                                issues.   To be placed on the Council agenda for 5th March.

 

07/P026                                Proposed:  Cllr Acworth,  second:  Cllr Wilson, that this committee feels that it can no longer deal with

                                both Planning and Environment and wants the Council to consider setting up a group specifically for

                                Environment.   Agreed unanimously.

 

                9)             Housing Needs Survey

                                The report on the survey has been distributed by email and a hard copy given to Cllr Liddiard.

                                The committee needs to read the document which will be discussed at the next meeting.   Cllr Scorey

                                will mention the document in her report to Council at its March meeting but it will not be on the

                                agenda for discussion by full Council until April.   The Newbury Weekly News reporter has already been

                                in contact with Cllr Scorey for comments on the Survey but Cllr Scorey has told her that there will be

                                no comments until the committee has read the 39 page report and has discussed it.

 

                10)           Risk Assessments

                                Agreed Unanimously.
