Minutes of the Environment and Planning meeting held on Monday 26th March 2007
in the Town Hall, Hungerford.
Present: R. Scorey (Chairman), P. Harries, R. Hudson, M. Wilson, D. Liddiard, W. Acworth, R. Thompson & Michael Haxeltine (arrived 6:40pm) (Locum Clerk).

3) Minutes of 12th March 2007
Proposed: Cllr Harries, second: Cllr Wilson. Vote: All in favour. The minutes were signed as a true and accurate record by Cllr Scorey.
Cllr Harries entered at 6:50pm and Arlene Kersley (Rural Housing Enabler) of Community Council for Berkshire (CCB) entered at 6:53pm.

4) Housing Needs Survey
Proposed Cllr Scorey, Seconded Cllr Bullock – To suspend Standing Orders in order to permit Arlene Kersley to speak. Vote: All in favour
Arlene answered Members questions regarding the report and the way forward should the Committee decide to proceed with the matter. Arlene explained that the next stage would be for her to speak to West Berkshire Council (WBC) and Soverign Housing to get them involved as soon as possible, and for potential sites to be discussed. She pointed out the importance of Public Consultation and was pleased to hear of potential Soverign Housing sites which the Committee felt should be considered. Specifically the Priory site.
Arlene pointed out that of the 65 people who said they needed affordable housing approximately 50% were not on the housing list.
Cllr Scorey thanked Arlene and advised that the Committee would be in touch with the findings of their discussion.

It was established that there is a need for affordable housing in H’ford and that there are various avenues to investigate – such as property developer’s allocations and Land Trust sites
Proposed Cllr Scorey, Seconded Cllr Thompson – the Committee wishes to proceed and actively try to address the matter of affordable housing in H’ford. Vote: All in favour.
Proposed Cllr Scorey, Seconded Cllr Wilson – the Committee should now try to identify potential sites with a view to having a list drawn up at the next E&P meeting. Vote: All in favour.
Cllr Scorey is to inform Arlene Kersley that the Committee wishes to address the issue and instruct her to liaise with relevant bodies (WBC & Soverign Housing)
Cllr Thopson to include an article in Open Door.
