Minutes of the Environmental and Planning Committee meeting held on Tuesday 10th April 2007 in the Town Hall Hungerford

 

Presents :-  - Chair Scorey, Cllrs Hudson, Wilson , Liddiard, Acworth, Bullock and Ballard.  In attendance the Locum Clerk M Haxeltine

 

07/PO42                 Agenda items 1 & 2] Apologies for Absence and Declarations of Interest  -  Apologies were received and accepted from Cllr Harries.   No Declarations of interest were registered.

[ 3] Minutes of 26th March 2007 – which had been previously circulated were signed; as a true and accurate record.  Proposed by Cllr Wilson and Seconded by Cllr Bullock with one abstention (absent at last meeting )

07/00569/HOUSE  6 Cold Harbour Cottages, Cold Harbour – Mr & Mrs L Butler   -                Single storey garage with loft store.  Prop Cllr Bullock & Seconded by Cllr Wilson - No Objections, Agreed. No wish to wish to speak.  Comment: Tasteful and suitable for a rural area.

 

07/00636/HOUSE  Globe Cottage, Old Haywood Bottom – Richard Boath    Remove dilapidated outbuilding and replace with similar single storey building.  Revised proposal of 07/02729/HOUSE following refusal.  Proposed by Cllr Bullock and Seconded by Cllr Ballard - No Objections.  Agreed.  No wish to speak.  No comments.

 

07/00530/FULC                     1B Herongate, Hungerford – Kerridge Properties Ltd   Office extension forming part of phased development of Full planning permission approved ref 01/01227/FUL.  Variance to roof hipped and windows to gable end to terminate phase.  Proposed by Cllr Liddiard and Seconded by Cllr Scorey - No Objections.  Agreed.  No wish to speak.  Comments: 1) we are concerned about the site having no connection to Charnham Street (footpath?) 2) we are also concerned that the design of this building does not establish a precedent for any future development facing onto Charnham Street which, which the historic façade is most important to protect.

[6]  Western Area Planning Committee   -        Applications: High Close Farm & 29 Church Street.  Report on the WBC Meeting  from Cllr Scorey re: Wester Area Planning Committee meeting on the 4th April 2007. It was noted that High Close Farm Shop Ext and 29 Church St Change of use were granted against planning officers advice; whilst the High Farm dwelling was refused in line with Officer recommendations.

[7] Housing Needs Survey – Further to Minute 7/PO37-38  - there was a discussion relating to possible sites for locating affordable housing and   who this Council should liaise with to achieve its objectives.   It was Resolved that:-

the Chair contact 2010+ Housing and Population Committee to ask for their imput on the matter.

South East Regional Plan – further to Minute PO41 – it was noted that an extension  of time had been given and it was Resolved that :- a working party of The Chair and Cllrs Bullock and Hudson be delegated to formulate a response to the Questionnaire, at a mutually convenient time and place,  in order to respond to the Questionnaire by the 27th April 2007.
