Minutes of the meeting of the Environment and Planning Committee held on Tuesday, 10th February 2009 at 7.00pm in the Corn Exchange Complex, Hungerford

 

Present:  Cllrs Booth, Buckwell, Harries, Wilson, Acworth, Liddiard, Bullock, Gaines, Werrell, Pope and Parry.

 

1.            Apologies for absence: Cllr Hudson

 

2.            Declarations of interest:  none

 

3.            Minutes of meeting held on 26th January 2009:  Proposed as a true record by Cllr Bullock, seconded by Cllr Wilson, 1 abstention, 10 in favour

        

4.            LDF Sub-committee:  Cllr Gaines reported that the first LDF sub-committee met on 29th January.  She was surprised when a representative from Green Issues attended the meeting without declaring themselves beforehand.  A map is being produced and she is working on how to publicise progress on LDF matters using email and Council website.  The two District Councillors are to be invited to attend the LDF sub-committee when they can.  Housing numbers for Hungerford were expected to be known by the end of January 2009, and Cllr Gaines had therefore drafted a letter to Brian Lyttle enquiring abut the situation. However, Cllr Harries said that, on telephoning Brian Lyttle on 6th February, he was told that numbers will not be known until May.  Cllr Gaines will therefore redraft her letter to Mr Lyttle.

Two storey extension to form kitchen/dining room with two bedroom above.  Extension to bedroom 1 and demolition of outbuilding

No Objections were proposed by Cllr Gaines, seconded by Cllr Liddiard, 1 abstention, 10 in favour.

 

6.            Case Officer’s Reports:

Land adjacent to 10 Park Street, Hungerford - Ms L Mizon.  New dwelling
REFUSED  (The proposed new dwelling is acceptable in principal, but 'the accumulative impact ... of the proposed dwelling is considered to detract from the character of the Conservation Area.')

Discussion took place concerning the gate associated with this property which is the gate to the former Pound.  Action:  If another planning application is made, HTC must state that this important gate should be protected.

 

7.            Risk assessments:  Site visit on Thursday 19th:  high visibility jackets are available in the Council offices if required.
