Minutes of the meeting of the Environment and Planning Committee held on Tuesday, 14th April 2009 at 7.30 pm in the Corn Exchange Complex, Hungerford

 

Present:  Cllrs Booth, Buckwell, Harries, Wilson, Gaines and Parry.

 

1.            Apologies for absence were received from Cllrs Acworth, Hudson, Liddiard, Bullock, Werrell and Pope

 

2.            Declarations of interest:  Cllr Buckwell declared an interest in Planning Application no: 09/00434/HOUSE.

 

3.            Minutes of meeting held on 25th March 2009 were proposed as a true record by Cllr Gaines, seconded by Cllr Wilson, all were in favour and signed by the Chairman.

 

4.            Planning Applications

 

         09/00420/OUTD

         Land adjoining 14-19 Upper Eddington – Mr J Holmes. 

         Residential development for two (2) detached houses with garages.

         Six members of the public were present and wished to talk on this Planning Application The case was therefore taken first and Cllr Booth proposed suspending Standing Orders, seconded by Cllr Wilson, all in favour.  Mr Nigel Connor spoke on behalf of those members of the public present whose properties lie close to the application site.  He pointed out that an earlier application on the site had been approved for two bungalows, and said that those residents present, and others unable to attend this meeting, were against the present proposal on the grounds that the dwellings would be houses which would overlook all their properties, and the taller buildings would be on ground already around 8 ft higher than their properties.  This outline planning application came with no plans attached and therefore they felt unable to form a considered opinion.  The residents have written to West Berkshire Council.  The residents thanked the Council for listening to their case and left the meeting at 7.53 pm.  Cllr Buckwell proposed reinstatement of Standing Orders, seconded by Cllr Harries, all in favour.  Cllr Harries proposed Objection on the grounds of misleading documentation, ie bungalows previously approved not houses, and absence of detail re elevation and implication for neighbours, seconded by Cllr Buckwell, all in favour.

Proposed single and double storey extension to the rear.  Two storey side extension with integral storage area and new driveway in full accordance with highways

Cllr Harries proposed Objecting on the grounds of over-development of the site, seconded by Cllr Wilson.  Cllr Booth proposed amending this proposal to No Objection.  This was seconded by Cllr Parry, 4 in favour, 2 abstentions.  This second vote was carried.

Proposed roof space conversion including replacing and raising the existing roof  including two pitched roof rear dormer windows

No Objection proposed by Cllr Harries, seconded by Cllr Buckwell, all in favour.

 

5.            Case Officer’s Reports, etc:  nothing to report

 

4.      Correspondence:  Cllr Booth read out correspondence between Paul Jackson, WBC, and herself regarding the decision to give retrospective planning permission on 09/02270/HOUSE.  Discussion took place on the issue of retrospective approvals in general and the Committee felt that this applicant was flouting the system, which is wrong.  Cllr Gaines suggested that the matter be handed over to the District Councillors.  Cllr Harries proposed that Hungerford Town Council should ask for an enforcement officer to look at the site, seconded by Cllr Gaines, all in favour.

 

6.      Risk assessments:  Cllr Harries said that Risk Assessments must updated and Cllr Booth added that this should be done by Committee Chairmen.
