Minutes of the meeting of the Environment and Planning Committee held on Monday, 22nd June 2009 at 7 pm in the Corn Exchange Complex, Hungerford

 

Present:  Cllrs Booth, Buckwell, Cardwell, Harries, Wilson, Gaines, Parry, Acworth, Hudson, Werrell

         seconded by Cllr Gaines, 4 abstentions, 6 in favour

 

5.      Planning Applications

 

09/00962/FULMAJ Our Lady of Lourdes RC Church, Priory Road

A new church building and ten 3 bed houses and four 1 bed houses, no affordable housing

Cllr Cardwell proposed suspend standing orders, seconded by Cllr Gaines, all in favour

 

17 members of public attended meeting and several voiced their objections mainly that the plans do not provide adequate parking and as a result of this Priory Rd will be further congested when a church service takes place. Concerns were voiced over parking on road blocking the road for emergency vehicles, 1 and a half spaces not adequate for new houses and entrance/exit visibility is bad. Privacy will be lost to those living in Sarum Way as they will be overlooked and one member of public had concerns over building line and 21m privacy zone.  

 

A member of the building committee in his defence stated that all plans are in line with current legislation and congestion will only last for 1 hour on a Sunday. There will be a one way system put in place and parking has been increased from 16 spaces to 20.

 

Decision will go to FCM on 6th July. Cllr Cardwell proposed reinstate standing orders, seconded by Cllr Gaines, all in favour.

Outline application for the erection of one attached dwelling and one detached dwelling; the forming of a replacement access; and the forming of a new access (resubmission).

Cllr Booth informed the committee that the original application was passed with No Objection with a comment that there were concerns regarding access.  Cllr Gaines proposed objecting to the outline planning on the grounds of over-development and the possibility of setting a precedent of further development on the service road, seconded by Cllr Cardwell, all in favour.
