Minutes of the Environment and Planning Committee meeting held on Monday, 28th September 2009 at 7 pm in the Corn Exchange Complex, Hungerford. 

Present:  Cllrs Booth, Buckwell, Cardwell, Harries, Acworth, Hudson, Liddiard, Gaines and Parry.  Also Mr & Mrs C White (for item 5) and Mr David Ravenhill.

1. Apologies for absence:   Cllrs Wilson (ill), Bullock (holiday)

2. Declarations of interest: none

3. Minutes of meeting held on 14th September 2009 – Re: 09/01697/FUL The Airstrip, Anvilles Farm, the report in the minutes of No Objection to this application was questioned, and Cllr Hudson proposed that the Observation be recorded as Objection, and WBC notified accordingly; seconded by Cllr Acworth, 1 abstention, rest in favour.  With this correction the minutes were signed.

4. Planning matters:  Cllr Booth reported that she had received a request from a developer (Barton Wilmore) who wishes to attend an E&P meeting to present plans for the land at Charnham Park.  The company will attend the E&P meeting on 12th October 2009.

5. Planning applications

09/01778/HOUSE
29 Ramsbury Drive - Mr & Mrs Colin White
Two storey extension to front and rear and a new porch to the front.  This replaces application 09/01009/HOUSE – 2 storey extension on which no further action will be taken 'for technical reasons concerning the Certificates of Ownership'.
Cllr Gaines proposed suspension of Standing Orders to allow Mr & Mrs White to speak, seconded by Cllr Bullock, all in favour.  Mr & Mrs White asked for clarification on whether Cllr Cardwell must declare an interest in this item since Cllr Cardwell’s mother lives near to 29 Ramsbury Drive.  However, Mrs Cardwell’s mother was not asked to comment by WBC and therefore there is no breach of regulations.  Reinstatement of SOs was proposed by Cllr Gaines, seconded by Cllr Liddiard, all in favour.  No Objection was proposed by Cllr Liddiard, seconded by Cllr Parry, all in favour.
