Minutes of the Environment and Planning Committee meeting held on Monday, 28th June 2010, at 7 pm in the Corn Exchange Complex, Hungerford.
Present: Cllrs Ravenhill, Gaines, Booth, Buckwell, Cardwell, Harries, Wilson, Acworth, Liddiard, Bullock, Thompson, Wynnell-Sutherland. Also Derek Carnegie (WBC) and Clare Hardy (NWN)
Derek Carnegie spoke about the changes affecting the whole country with the revised planning applications which require more information and now take 3-5 weeks to validate. Site notices should be displayed within 5 days and neighbours consulted. Providing 10 letters (or 20 petitions) for or against plans are not received and the application is not called in, a delegated decision is made. Applicants, objectors, councillors and ward members each have 5 minutes to represent any application taken to committee referring only to material planning considerations, in line with adopted planning policy. Every site that is called to committee is visited.
Whilst PPS’s and PPG’s remain in place, the Regional Spatial Strategy is unaffected and the Core Strategy will be submitted by 9th July with the housing figure for West Berks remaining at 10,500 by 2026. Finalised figures for Hungerford are unlikely to be received prior to next January.

3. Minutes of meeting held on 14th June 2010: Agreed to bring to next meeting with amendments, ‘Cllr Buckwell left the meeting at 7.25’and to include reinstatement of standing orders twice proposed by Cllr Gaines shown only once.
4. LDF
Cllr Cardwell proposed Cllr Gaines writes to WBC to request sight of the minutes in which the figure of 10,500 houses was agreed for West Berkshire. Cllr Gaines proposed an amendment to request the core strategy be withheld until such time that the above has been received and this data be put before the members and the chairmen of the appropriate LDF committee. Due to urgency this letter is to be faxed tomorrow to the chairman of West berks and sent by recorded delivery. Copies to: Members of appropriate committee for LDF, chief executive, ward members and Brian Little. Seconded by Cllr Ravenhill. All in favour.

This application was previously submitted and objected to.
Cllr Ravenhill proposed as there has been no material change to the first application no further voting should take place, seconded by Cllr Booth, All in favour.

Five Bar & Grill (Formerly the Lamb Inn) – TEK Trading Ltd
Add rear door to approved kitchen/diner and create a private courtyard for amenity
use and parking between the pub and The Old Manse. A new close boarded fence of
1.8m high to be erected to complete the enclosure. The courtyard Cottage is to
be a separate demise and not ancillary to the pub for the staff use as is
redundant to requirements.
