Minutes of the Environment and Planning Committee held on Monday 9th January 2012 at 7.00pm in the Corn Exchange complex, Hungerford.

Approval of Reserved Matters following Outline Permission 10/01254/OUT – Demolition of existing cottage and replacement with a 3 bedroom bungalow, retaining the existing annexe. Matters seeking consent – Access, Appearance, Landscaping, Layout and scale

Although thought to be much older, the inspector has classed the property as 18th Century. Demolition has been allowed at Appeal. An architectural and heritage report is to be made before demolition takes place. It is thought to be one of the oldest properties in Hungerford. Hungerford does not have a design policy.

Appearance: - Objection with commentsProposed design is ugly. It is a town design in a country environment. We would like to see design sympathetic to the country environment, based on the existing building, ideally with local materials (flint) and with a thatched roof. It is the first building that boaters see on entrance to Hungerford and possibly the oldest building in Hungerford. We would like the character of Hungerford to be taken into consideration.’

Resurface rear courtyard; create 2 amenity areas from Beer garden enclosed by timber fences 2m high with gates. Erect a low planter around existing front car park sign and allocate a parking space to each flat plus a visitor parking space on a resurfaced and marked out car park. A new bin store is provided in the courtyard.

Cllr Liddiard proposed No Objections with comments, Subject to the car park that is being referred to, being the rear car park. Also we have concerns that this could be the beginning of overdevelopment. This is an historic area of which it is important not to lose the character, seconded by Cllr RL Thompson, all in favour.

Cllr Rupert Thompson proposed Objection with comments, ‘It is increasing the footprint and moving away from the original business purpose. Whilst the Town Council sees the need for the facility they would suggest that the footprint could be reduced by integrating it into the existing building. There is a danger of creating a facility which is significantly different to that initially intended. Seconded by Cllr Crane, all in favour.
