Minutes of the Finance and General Purposes committee meeting held on the

24th January 2007, in the Magistrates room, Corn Exchange, Hungerford.

 

                Present:  D. Small, R. Ballard, R. Scorey, R. Hudson, G. Bullock, P. Harries and J. Hutchings (Clerk)

 

                1)             Apologies for absence

                                Apologies were received on behalf of Cllr Cardwell

 

                2)             Declaration of Interests

                                Cllr Small declared a personal interest in the Cricket Club grant application

                                Cllr Bullock declared a personal interest in the St Lawrence Church grant application

                                Cllr Harries declared a prejudicial interest in the Bowling Club grant application

                                Cllr Ballard declared a personal interest in the Young Fire Fighters grant application

 

                3)             Minutes of 13th November 2007

07/F001                 Proposed:  Cllr Small, second:  Cllr Harries.   Vote 5 in favour, 1 abstention (not present at last meeting)

                                Agreed.   The minutes were signed as a true and accurate record by Cllr Small.

                                                i) Matters Arising:  Standing Orders – to be distributed at the end of August in preparation              

                                                   to review at the 11th September 2007 meeting.

 

                4)             ‘An Inconvenient Truth’

                                All details are in place for the showing of the film on Thursday 15th February 2007.   Flyers have been

                                distributed.

 

                5)             Town Council Office

                                                i)              Termination of existing lease:  The lease has a break date of the 26th December 2007,

                                                                which means the break notice will need to be invoked by the 24th June 2007 at the latest.

                                                                The Library should be completed by September 2007, this gives a potential situation

                                                                of the Council needing to pay one quarters rent on the old lease and at the same time pay

                                                                one quarters rent on the new lease.

 

                                                ii)             Lease for office in the Library:  Cllrs Small, Bullock, Harries and the Clerk to meet

                                                                during February to discuss the draft lease.

 

                6)             Lottery Application re Library Garden

                                A standing order needs to be written to cover emergency circumstances where something urgent needs

                                to be discussed that is not on an agenda.

                                As yet there is no response to the 2010+ group’s application for a grant to provide a garden area at the

                                new Library.

 

                7)             Clerk’s Contract of Employment

                                An update was given to the committee.   Cllr Small will draft version 6 and then discuss it with the Clerk.

                                Cllr Harries stated that any letters sent out on Council headed paper should go through the Clerk.

                                He also believes that any letter written on behalf of the Council should go through the Clerk.
