Minutes of the Highways and Transport committee meeting held on 17th September 2007 in the Magistrates
Room, Corn Exchange complex, Hungerford.
Meeting commenced at 7.05pm.
Present: R. Hudson (Chairman), P. Harries, M. Wilson, D. Liddiard, E. Cardwell, R. Desmeules (arrived 7.25pm)
3 members of the public.
Minutes taken by Cllr Cardwell in the Clerk’s absence
1) Apologies for absence
Apologies were received on behalf of Cllrs Thompson, Scorey and Bullock.
The Mayor was disappointed that new Cllrs were not invited.
2) Declaration of Interests
Cllr Harries declared an interest in Church Way as he lives there.
Cllr Wilson declared an interest in Prospect Road as she lives there.
3) Minutes of 16th July 2007
Proposed: Cllr Harries, second: Cllr Wilson. Vote: 4 in favour, 1 abstention (Cllr Cardwell not present
at last meeting).
4) Prospect Road between Church St and Honeyfields: Parking Issues & Sign
On going issue. Chris Bryant, resident, and Cllr Hudson in discussion.
07/H0037 Proposed: Cllr Wilson, second: Cllr Liddiard, that standing orders be suspended to allow Chris Bryant to
speak. Vote: all in favour.
Photos given to Councillors by Chris Bryant to explain resident’s situation. Problem with VW parked
outside Mrs Spackman’s and opposite Chris Bryant. Problem with visibility and refuse lorry.
Request for double yellow lines on corner and possible resident permit. Agreed current parking is
not illegal, but people should be encouraged to use car parks. PH suggested writing to WBC to ask if
refuse lorries having problem and Fire Brigade getting through and current parking preventing access
to fire hydrant No Through Road sign has been removed and not replaced.
07/H0038 Proposed: Cllr Liddiard, second: Cllr Harries, that standing orders be reinstated. Vote: all 6 in favour.
M. Wilson and R. Hudson have been in touch with D. Holtby who has liaised with Alex Drysdale of WBC.
Discussion re displacement of parking. Problem with commuter parking causing residents problems with
visibility and refuse lorry/emergency vehicle access; suggest petition to Downlands Area Forum on
3rd October 2007 – for residents to organise.
Cllr Hudson to write letter to WBC, cc clerk, D Holtby, C Bryant.
5) Hungerford’s PCSO: Dave Dobson
R. Hudson in contact with Dave Dobson. Invited to meeting but not in attendance. Cllr Hudson does
email issues to Mr Dobson, particularly enforcement. Invite to next meeting.
6) Christmas Lights
Rod still testing lights; feels he is behind but not worried. Half are not working. Cllrs Wilson and
Harries have again offered help. Tender for installation sent out to same as last year. No reply as yet.
Switch-on 5pm, start 4.45pm 1st December 2007. Contacting retailers for watering contributions and
donations for Christmas lights. Cllr Hudson has offered a tree for the wharf area.
7) Canal Pedestrian Bridge
Parish bid application has been submitted. R. Hudson wants to discuss with new Ward members.
D. Liddiard has met various contractors on site; quotes £900/m to £150/metre. R. Hudson to
follow up – Hugh & Powell.
8) Vehicle Activated Sign
SID on Salisbury Road two days last week.
Vehicle Activate Sign in and working on Wantage Road.

9) Street Lights
Lane between Prospect Road and Church Way, requesting lighting. Cllr Harries contacted WBC –
cost £4k as no power source. Mrs Richardson has written a letter to HTC. Cllr Hudson to write response
advising Council looking into situation, but to advise cost.
10) Street Cleaning: monitoring, reporting: chewing gum: provision and servicing of additional dog
poo bins
Chewing gum – letter sent to WBC to request machine. Clerk to write again and chase.
Street cleaning – Cllr Desmeules feels streets continue to be untidy. Suggest new Cllr to oversee.
Dog poo – Cllr Hudson has received a request for a bin location at top of Salisbury Road.
Action on Roger Thompson’s return.
11) Gateway Entrances to Town
Have been cut back. Continue to monitor.
12) Public Seats
Cllr Liddiard – 5 seats £253/seat, passed June previously that money could be spent to purchase three
benches.
07/H0039 Proposed: Cllr Liddiard, second: Cllr Desmeules, that committee agree to purchase five as same spend
as three. Vote 6 in favour.
Clerk to order seats from Cyan to be delivered to D. Liddiard. (Balmoral bench 1.8m)
Installation charge will be separate. Labour will be free. Three for wharf.
Invite new Cllrs to oversee benches.
13) Public Convenience
£11k not being refunded by WBC. Emergency funds to be used for flooding instead.
14) Hungerford in Bloom
Clerk asked by Cllr Wilson twice if funds have been sent to Air Ambulance. No letter received to thank
for donation. Clerk to confirm donation sent and chase received.
15) Transport Schemes for Section 106: Forms to WBC
All requests submitted to WBC. No confirmation as yet from John Winstanley.
16) Hungerford area-wide Traffic Regulation Order
In place or ongoing. New signs. Most residents seem happy. No coach stop in Church Street.
Monitoring to discuss again at next meeting.
17) Church Way: no footway and service road
P. Harries meeting on site with WBC and Sovereign. Blocked drain to be cleared at top/bottom by
WBC. Sovereign Housing to do up road up to bottom drain. Residents asked to pay for road repairs.
Waiting to receive paperwork.
No footway from Chilton Way to Moores Place. Transco to be contacted re holes not filled in on
pavement by Honeyfields/Church Way.
Clerk to action.
18) A338/Priory Road Junction Proposals
Plan drawn up – some residents have sent in response – that they are not happy.
19) Canal Walk: Parking on grass by Canal
Still parking on grass. Need to write again to WBC to request bollards to prevent parking on grass.

20) Flooding and Town Flood Plan
Facilities for sand bags should be available – perhaps Triangle Field.
Clerk to write to Downlands Forum and WBC to ask what risk of flooding. If risk, what provision
has been made for flooding in Town?

21) Low Flying Night Aircraft Consultation (Terminal Control South West Airspace)
Letter of objection sent re concerns over night flights to Bournemouth and Southampton. Basingstoke
and Deane letter received to provide response. Committee happy letter sent but no further
action.
22) Pedestrian Sign to Croft from High Street
John Conn ‘phoned Cllr Hudson to request sign to show footpath to say to CROFT and CHURCH.
WBC to be contacted by Clerk to progress and report at next meeting.
23) Downlands Area Forum October 3rd in Hungerford Town Hall
Cllrs reminded meeting 3rd October 2007 in Hungerford Town Hall, 6.45pm – 9pm.
24) Risk Assessment
P. Harries advised risk assessments to be updated. RCD to be purchased for electrical light testing.
Rod to get order no from clerk before purchase.
