Minutes of the meeting of the Highways and Transport committee held on Monday, 18th May 2009 at 7 pm in the Corn Exchange complex, Hungerford.
Present: Cllrs Hudson, Gaines, Desmeules, Booth, Cardwell, Harries, Liddiard, Parry, Bullock, Wilson and Buckwell.
1. Election of Chairman & Deputy Chairman: Cllr Hudson said thanks for all the help over the year and thought that some progress had been made. Cllr Cardwell said that Cllr Hudson had done a fantastic job over the three years and proposed him again for Chairman of H&T, seconded by Cllr Wilson, and the vote was unanimous. Cllr Gaines arrived during the vote and therefore abstained. Cllr Hudson proposed Cllr Gaines as Deputy Chairman, seconded by Cllr Cardwell and the vote was unanimous.

WBC Highways Issues & Progress Programme
(see table). Cllr Hudson has split the table into two parts: those items
reliant on WBC and those reliant on WBC plus others. He then ran through the
list, in particular: Cllr Cardwell agreed to speak to Jon Winstanley about Church Way again and also to ask him to view the kerbstones which Cllr Liddiard has in his
field. Re the footway on Marsh Lane, Cllr Cardwell to speak to District Cllr
Hewer. Regarding SIDS, Cllr Buckwsell
said he had spoken to Andy Garratt and there was nothing left in the WBC
budget. Cllr Hudson said he would speak to Andrew Garratt and
also said that, if we had three, they could be rotated around the various
sites. Paul Francis telephoned to say that the Lambourn bus needs a bus
waiting area – the parking spaces at the railway station were suggested. Re
the Tesco 1½ hour parking, Cllr Buckwell said that the Chamber of Commerce took
the matter up with WBC who could find no reference to planning. Cllr Cardwell
pointed out that the land is private so any enforcement would need to have been
obtained through planning consent. Cllr Cardwell to speak to WBC. It appears
that, if a car is parked at Tesco in the morning and returns later in the
afternoon, the CEO will not know that the vehicle had ever left, and could give
it a parking fine: Cllr Booth to check. Cllr Gaines said that, although
chewing gum is now off the list, there was still chewing gum on the path
outside the fish & chip shop.
6. Priory Road/Salisbury Road junction: awaiting response from J Winstanley.
7. Cycle Parking: Cllr Hudson has drafted a response to Jon Winstanley’s letter which was read out and discussed. Amendments were made and Cllr Hudson will redraft and forward to the clerk to send off.
8. Parking Proposals in Hungerford and update of Traffic Regulation Order: completed.
9. Footpath Consultation: Rights of Way Improvement plan. Response to WBC: completed but nothing heard back from Paul Francis.

Pedestrian Bridge crossing of Canal & Presentation of 21st May: The meeting
is on schedule and posters have been produced and displayed. Cllr Cardwell
expressed concern that the some of the pictures on the poster
show the wrong side of the road.
11. Public Seats – update on benches: a volunteer is required to oversee the Council’s benches. Action: Clerk to add to next agenda.
12. Dog bins: Cllr Cardwell contacted WBC. She suggested she meet with Stewart Souden or Kathy Warden to look at the sites. The bin at South View has been moved to the wrong position: Cllr Cardwell has asked for it to be moved to the corner of the alleyway. Action: Clerk to add to next agenda.
13. Section 106 latest position: Cllr Hudson to review the 106 table, cc to Cllr Harries.
14. Brown tourist signs: Cllr Buckwell spoke to Andy Garratt. Chamber of Commerce has written to WBC to get further information on costs, etc, which Cllr Buckwell will bring to this meeting.
15. Hungerford in Bloom: Cllr Wilson
said that posters have been displayed around town. Cllr Desmeules said that he
expects the baskets and troughs to look better this year and will be installed
at the beginning of June. They cost more this year but he hopes to get better
donations. Cllr Buckwell said that no overspend will be allowed without prior
approval from this committee and the F&GP. Cllr Wilson said that there
should be no joint prizes this year; her telephone number is to be
included in Open Door. The poster is to be emailed to the web manager,
Brian Davies, by Cllr Booth. Cllr Harries has in his garden two small
pig-troughs which were donated to the Council and Cllr Desmeules said he could
probably use them.
16. Risk Assessments: Cllr Harries has completed this year’s Risk Assessments for this committee. Cllr Gaines agreed to go through them on behalf of the Chairman. The Christmas lights may need to be added
The date of the Christmas Light switch-on was set for 28th November. Greenham Common has Christmas trees going free: Cllrs Cardwell and Desmeules to look into them. Action: Clerk to add Christmas cards to next agenda.
The meeting closed at 8.37 pm.
