Minutes of the Recreation, Amenities and War Memorials Committee held on Tuesday 22nd November 2011 at 7.00pm in the Corn Exchange complex, Hungerford.

 

Present: Cllrs Benneyworth, Bumbieris, Podger, Hutchings, Wilson, Rupert Thompson, 

Also present from HAHA: Chris Tout (Chair)

 

1.         Apologies for absence: Cllrs Pearson, Liddiard, Hopkins, Crane and Felicity Chapple (HAHA)

 

2.         Declarations of interest: None

 

3.         Minutes of Meeting held on 25th October 2011: Cllr  Wilson proposed and Cllr  Podger          seconded the acceptance of the text as a true record, 5 in favour/ 1 abstention

 

4.         Allotments – HAHA report Progress being made on recycling unused plots. Chris Tout attended Newbury Town Hall on the 8th November to represent HAHA

 

5.         R&A Budget – Town Clerk to check and circulate breakdown of income heading and confirm whether section 106 monies credited or not. Town Clerk to send letter to Wickham Wanderers requesting payment up to December and advising them that we will be reviewing the fees as from January. Paper to be prepared for next R and A on revising playing field fees. Budget reduced by £2,000 as St Lawrence fence will be replaced this year.

 

6.         Access through Triangle Field for Priory Development. – It was proposed by Cllr Wilson that R and A supports the decision of the H and T Committee that the Triangle Field access route for development of the Priory Field site is the ‘least worst’ option and should therefore be progressed. Seconded by Cllr Thompson. 3 in favour, 1 against (Cllr Hutchings, who wished her vote to be noted) and 1 abstention.

 

7.          Triangle Field - Report on Hungerford Playing Field WP meeting

-        Hungerford Run - Cllr Benneyworth reported good progress.

-        Community payback work – progress reported.

-        Cllr Benneyworth proposed that £350 quote for rolling the pitches be agreed, seconded by Cllr Wilson, all in favour.

-        Proposal for a small family circus to use the Triangle Field was discussed – agreed to seek more information but in principle R and A was supportive providing local residents interests were protected. An alternative might be field at the back of John O’Gaunt school.

 

8.         Bulpit Play Park – repairs progressing.

 

9.         Bridge Street War Memorial – all agreed that it was a job well done. Long term maintenance following replanting was considered – agreed to carry over to next meeting. Town Clerk to approach Royal British Legion and find out why they didn’t manage to maintain the area as they originally intended – is there something we can do to support them in continuing – perhaps help organize a rota?

 

10.     St Saviour’s cemetery

-        Cllr Podger advised there was nothing further to report.

-        Town Clerk to present a proposal for reinforcement of Cemetery Regulations at the next meeting.

-        Mr. Holden’s request for a vault grave was approved.

 

11.     St Lawrence Churchyard – no progress reported as yet.

 

12.     Tragedy Gardens

-        Project completed and letter of thanks to be sent.

-        Brickwork – no progress yet.
