Minutes of the Recreation, Amenities & War Memorials committee meeting held on
Tuesday 30th January 2007 in the Corn Exchange, Hungerford.
Present: E. Cardwell, G. Bullock, R. Ballard, P. Harries, M. Wilson, S, Small, R. Beard, R. Tarry, P. Whiting.
1) Apologies for absence
Apologies were received on behalf of Cllr Liddiard, A. Bell.
2) Declaration of Interests
Cllrs Bullock and Wilson declared personal interests in St. Lawrence Churchyard
Cllr Cardwell declared a personal interest in agenda 5(iv) Juniors evening event May 2007.
3) Minutes of 28th November 2006
07/R001 Proposed: Cllr Ballard, second: Cllr Wilson. Agreed. The minutes were signed as a true and accurate
record by Cllr Cardwell.
4) Election of Deputy Chairman
07/R002 Nominated: Cllr Ballard, Proposed by Cllr Cardwell, and seconded by Cllr Wilson.
No other nominations.
The vote was 8 in favour with no abstentions or votes against. Cllr Ballard was duly elected as
Deputy Chairman of this committee.
12) Tragedy Memorial
Cllrs Cardwell and Bullock met with Tony Lavers who has agreed to maintain the Tragedy Memorial and the
flower beds on either side of the Avenue of Remembrance gates. He has accepted £30 per month and will
start on 1st February 2007. However, on 1st April 2007 he will maintain Bridge Street War Memorial, the
Tragedy Memorial and the flower beds for the sum of £100.00 per month.
The committee thanked Cllr Cardwell for looking after the Tragedy Memorial and the flower beds in the
interim.
5) Triangle Field
i) Report from Triangle Field Development sub-committee: all progressing well, although
there are still one or two small details to be ironed out with WBC.
The committee thanked Cllr Small for his work on the leases.
Cllr Bullock praised Cllr Harries for his chairmanship of the sub-committee and for driving
the plan forward.
ii) Use of Storage Area: the storage area will be used for storing the builder’s tools whilst not
in use but not for storage of building materials.
iii) Letter to other users: The Rugby Club is drafting a letter to the other users of the facility
to update them on the progress of the development. A letter also to be sent to other users
re use of the storage area whilst the building is in progress.
iv) Approval from WBC re: Juniors’ evening event May 2007.
Although the Juniors have received approval from WBC for an evening event during their
annual tournament 5/6 May 2007, the organisers have found it to be expensive and impractical.
Instead they would like to hold a BBQ for teams and helpers.
07/R003 Proposed: Cllr Harries, second: Cllr Wilson, that the committee approve the change of plan. Agreed.
Clerk to write to Wickham Wanderers asking for dates of the annual tournament. JKH
6) Smitham Bridge Play Area
Cllr Cardwell has inspected and the area does not look good.
The playgrounds sub-committee will meet on Tuesday 6th February at 1.15pm at Cllr Cardwell’s home.
Dean Butler has confirmed that the commitment made by the Round Table to help prepare the
play area for new equipment will commence in April.

Cllr Cardwell withdrew and Cllr Ballard chaired the rest of the meeting.
7) War Memorial and Recreation Ground
i) Service of mower used by David Taylor: David to be asked to get a quote from Oakes Bros
before putting the mower in for service. JKH
The public seats in the WMRG area have been oiled by the Youth Offenders Team.
8) Skate Park
Satisfactory at present – probably due to the inclement weather.
9) St Saviour’s Cemetery
i) The Clerk has received complaints re the state of the cemetery i.e. litter bins full and
litter caused by recent gales. The contractor has since visited, emptied the bins and
tidied up.
Cllr Bullock has been to St Saviour’s on several occasions and has noticed some wind damage.
Cllr Bullock went with Jane Stockwell to see the area that Mrs Stockwell believes contains the paupers’
graves. Whilst there they also located what is believed to be the Memorial to the Workhouse Master.
Cllr Bullock asked that the entrances gates are refurbished by Easter this year.
Also to be dealt with in a timely manner: the rabbit infestation and extension to the parking area.
Cllr Harries has asked Richard Cripps for a quotation for removal of the damaged tree.
10) St Lawrence Churchyard
i) Fallen Tree: During the recent gales a Poplar fell onto the next door neighbour’s garden wall.
There is no damage to the wall. The father of a baby buried under the tree has removed the
tree and debris but a large root bole remains which must be removed.
ii) Pollarding of Trees: John Handy has provided an analysis of the health of all of the trees in the
Churchyard.
Cllrs Harries and Ballard will meet with Fred Bailey to discuss pollarding requirements.
Mole infestation needs dealing with again.
11) Bridge Street War Memorial
Tidy and well maintained.
12) Dealt with earlier.
13) Swimming Pool House
Nothing to report. Present tenant is satisfactory.
14) Accounts for Authorization
Accounts in the sum of £3701.46 were authorized for payment.
