Minutes of the Recreation, Amenities & War Memorials Committee held on Tuesday 30th October in the Magistrates Room, Town Hall, Hungerford @7.00 pm
Present: Cllrs Small (Chairman), Bullock, Cardwell, Harries, Liddiard, Pope, Thompson, Andy Bell, Roger Beard, Glen Humphries, Steve Mills, PCSO Dobson

3) Minutes of the Last Meeting:
1) On Minute 3) Wickham Wanderers need the use of an additional pitch. Amend number.
2) Minute 5) should read Skate Board Park.
Minutes adopted with these amendments proposed Cllr Cardwell, seconded by Cllr Bullock. Carried.
4) Triangle Field
Glen Humphrey expected 6-a-side tournament to be included in the fee of £2400. Agreed Proposed by Cllr Cardwell, seconded by Cllr Liddiard. Carried
HJFC to return with a proposal on fees. Cllr Cardwell reminded everyone that it needs to go up. 6-a-side best tournament. Need copy of HJFC accounts.
Rugby Club proceeding well, roof started. Secured by mid to end Nov. Check with Martin Digweed correct doors and windows going in as per PC David Stubbs recommendation against vandalism. Outside lights required. Cllr Liddiard offered lights, doors etc. Chairman wanted it minute Committee’s thanks to Cllr Liddard.
5) Smitham Bridge and Bulpit Lane play areas
PC David Stubbs and Mayor Peter Harries Cllr Small had visited all areas and had recommendations for public safety. Fences around our refurbished Bulpit Lane play area
And to transfer the Skate Board Park gates to Smitham Bridge. Lapsett had to spend £1620 to finish the earth works at Smitham Bridge after the Round Table ground works
Proposed supporting this Cllr Liddiard, seconded Cllr Bullock. Carried Pc Stubbs had recommended that the lamp at Smitham Bridge should be removed. Cllrs Liddiard and Cllr Pope advised that the light is not needed at all times but a PIR lamp (cost £500) should be budgeted.
Need to thank Round Tablers Neil Benson, Glen McDermott and Jim Smith On behalf of the Committee for their work in clearing obsolete items. Mayor to write letter of thanks NWN needs advising that HTC is paying for these playgrounds.
Bulpit Lane has laid grass and wet pour it is looking good but families want to use it before ready. When Contractors Bill comes in send copy invoice to WBC to get there
£50K and Clearance i.e. ROSPA. Cllr Cardwell is going to contact Lapsett re- signage of donation by Big Lottery Fund. Committee will have an opening for the Children.
6) St Saviour’s Cemetery
Chairman had met John Handy on site for Phase 2 of Upgrade Proposed Cllr Liddiard, seconded Cllr Cardwell that Cllr Bullock liaise for work to progress. AS Contractors needs to re-tender. Richard Cripps expressed interest in Contact.
Mr. Mills (Rabbita) advised not to bother with rabbit fencing as rabbits are under control. He has earthed up all burrows and at his next visit (end November) will see where the gassing was not effective.
7) War Memorial & Recreation Ground
Use of Hurdle House
HTC needs to write to Town & Manor declining full repairing lease. Suggest £120-£150 for next year only. Will vacate building. Cricket club not going to use Hurdle house either. Proposed D Liddiard, seconded Cllr Cardwell. 7 for 3 abstentions not at meeting
8) Skate Board Park. Sub Group not met but PCSO Dobson advised that funding might be available if a Youth Shelter was contemplated. Funding could be Greenham Common Trust or S106. Possible sum £5000.
9) Bridge Street War Memorial
£25 for repair of broken seat, repaired by Tony Lavers OK by Cllr Harries and Cllr Hudson
10) Tragedy Memorial
Nothing to report
11) St Lawrence Churchyard
Pollarding completed.
12) Swimming Pool House
Nothing to report
13) Budget
3 benches need attention in playgrounds. Greater expenditure required.
Committee has increased Budget to £64,500 a 20% increase. Proposed Cllr Liddiard, seconded Cllr D Pope Cllr Small. Carried.
Budget to be forwarded to Main Council Meeting December
Meeting ended at 9.15 pm
Minutes changed due to Cllr Small resigning before meeting Agenda items (7) & (13) revisited and passed
