Minutes of the Recreation, Amenities & War Memorials Committee held on 27 November 2007

 

 

Present:            Cllrs Cardwell, Werrell, Harries, Pope, Bullock, Liddiard

                        Roger Beard, Steve Mills (RFC), Andy Bell (HJFC)

 

1.         Appointment of Chairman & Deputy Chairman

It was also proposed by E. Cardwell and seconded by G. Bullock that P Harries be deputy.  This was unanimously agreed.

(It was agreed at full council special meeting that Cllr Cardwell take over as Chairman of the Committee, following the resignation of David Small.  )

 

2.         Apologies for Absence

            Apologies were received from Cllrs Wilson and Desmeules and Ron Tarry.

 

3.         Minutes of the Meeting held on 30th October 2007.

            Proposed Cllr Bullock, Seconded: Cllr Harries.  1 abstention (Cllr Werrell)

 

4.         Triangle Field

            Run through of match fees, suggest HJFC pay £1,000 + £250 Tournament.  WW pays £2,400 including Tournament. RFC pays £1,600.  F&GP need to invoice all Clubs – hoping to register as a charity (who). HJFC lost 2 floodlights by theft.  This was reported to PCSO including fence damage.  HJFC say Triangle Field too expensive, primary school cheaper - youth teams are expensive to run.

            HJFC to be charged £300 fee for Tournament. Proposed Cllr Harries, seconded: Cllr Cardwell. 4 in favour, 2 abstentions. (Cllrs Werrell and Pope)  No Clubs have signed lease.  Tournament sub-committee set up before Xmas – issue is shortage of parking .  Proposed Cllr Liddiard, seconded Cllr Bullock.  Chairman to be Mayor, Cllr Harries – lease clearly states no parking on the grass.  Need proper management for overflow in JOPG. HJFC to carry out risk assessments.

 

            ii) Rugby Club

            Wheel stolen off the lights.  Building proceeding apace – changes to the specification on windows to become vandal proof.  Footpath on Priory Road and opening possibly by May.  Schools have tournament 23/1/08.  PC Stubbs recommended just strong lockable chain.  Roger Beard offered barbed wire along damaged fence.  A dug ditch around the perimeter was suggested as it would act as a drain as well as stopping vehicles.  Need to contact Highways Authority.  Action by Cllr Harries. Proposed Cllr Liddiard, seconded Cllr5 Werrell.  All in favour.  Approach Town and Manor about the Common side?.  R Beard to get price to spray Triangle Field to stop clover spread.  R Beard will get grass seed and quote for grass cutting.  Colin Hamblin gets £330 twice a year for strimming.

 

5.         Skate Park

            Not too bad – litter picking thanks to Tony Lavers.  Mayor going to visit schools as there was already graffiti on new equipment.  Try to get them to have pride in their place in their town.  Serious consideration to taking down fence.

 

6.         Tragedy Memorial

            Much better.  D Taylor and T Lavers work well together.

 

7.         War Memorial and Recreation Ground

            Maybe a problem.  Need to budget next year for new goal posts on the recreation. Budget for new equipment after April 2008.  Scaffold poles might be converted.  Need quote for maintenance Hurdle House payment to continue on monthly basis.

 

8.         Smitham Bridge play area and Bulpit Lane play areas.

            Bulpit Lane – 2 years free maintenance.  Jim Thorburn at Lapsett giving a set of tools – did not turf, will seed in season.

            Smitham Bridge Road still locked up but openings will be on Saturday 1st December:     10.30 Bulpit Lane and 11.30 Smitham Bridge Road.  £100 budget for food.  Mr Souden, WBC, off sick.

 

9.         Bridge Street War Memorial

            OK.

 

10.       St Saviour’s Cemetery

            Posts need to be painted before the gates are fitted.

 

11.       St Lawrence Churchyard – lime trees pollarding.

 

12.       Swimming Pool House

            Rent increase 1st April 2008.  Internal survey with Mark Allen.  Committee decided a percentage to be earmarked for redecoration and refurbishment.  Proposed Cllr Harries, seconded Cllr Liddiard.  Cllrs Harries and Cardwell to visit the property.

 

13.       Discussion re employment of maintenance person

            Need to make list that YOT can do.  Ask for a January meeting and YOT to give presentation to Councillors.  Proposed Cllr Harries, seconded Cllr Cardwell.  Carried.

 

14.       Accounts for Authorisation

            WBC sending £50,000 to HTC from Lottery Fund.  On receipt of that HTC to send £50,000 to Lapsett to complete payments for playgrounds.  Should arrive around 14th December 2007.  Minute that Cllr Cardwell is to be congratulated on her years of work.
