Minutes of the Recreation, Amenities and War Memorials committee held on Tuesday 29th January 2008 at 7:30pm in the Corn Exchange complex, Hungerford.

 

Present: Cllrs Cardwell [Chmn], Bullock, Harries, Liddiard, Wilson, Pope, and Werrell.

Also present R. Beard, A. Bell, Cllr Thompson

1. Apologies: Cllr Wilson, R Tarry, and G Humphrey

2. Declaration of Interest: Cllr Bullock stated that she is on St. Lawrence’s PCC.

 

3. Minutes of the meeting held on 27th November 2007.

Cllr Bullock proposed that Cllr Cardwell sign the minutes and Cllr Harries seconded: unanimous.

 

4. Triangle Field

The lease for Sep to Aug Hire was presented to HTFC Juniors was presented to A. Bell for signing.  Cllr Cardwell stated that the annual fee would be £1,000 and the Tournament fee would be £300 as per the November 2007 minutes.  Cllr Cardwell read out the lease agreement to the meeting and said that the same agreement would be used for all users.  Due to the parking restrictions stated A. Bell said that he was only happy to sign the annual lease at this meeting and that further discussion would be required before he could sign the tournament lease.  Further discussion of the parking situation was deferred to the meeting on the 7th February and A. Bell requested to see a copy of the WBC lease at that meeting.

 

Representatives of Hungerford Rugby Club and Wickham Wanderer’s were not present and so signing of these leases would have to be dealt with on another date.  Cllr Bullock proposed and Cllr Harries seconded GB that Wickham Wanderer’s would be asked to sign on 7th February (meeting in new library building at 8:30); carried unanimous.

 

Cllr Harries said that at the triangle field meeting he would progress the Rugby Club lease signing.

 

R. Beard mentioned that the Fence had been repaired, but that £200+ materials would be likely to be required for clover spraying, which should be carried out when the leaves are on the clover and would require a contractor due to the large area involved.

 

2 quotes were presented for grass cutting (tendering required as over £1,000 to repair mower, which had been passed to the Cricket Club): -

 

R. Beard also mentioned slicing which would be needed in the autumn before the season starts and may be expensive as requires specialist machinery.  R. Beard also mentioned that he had purchased grass seed for spreading.

Cllr Bullock proposed and Cllr Liddiard seconded that Quotes 4. And 5. From the Hungerford Cricket Club be accepted; unanimously

E Cardwell normally just a new contract but different this year as council required all contractors to tender if costs over £1000

R Beard said that the mower (given by HTC) required £1000 spent on repairs and extra fuel costs had put £140 on quote

G Bullock Proposed £140 be agreed

D Liddiard seconded unanimous

Work to starts at the discretion of the Cricket Club.

E Cardwell Tag Rugby Club last Wed. went very well congratulations to all concerned

There is an issue with the parking still!

No parking on grass at any tournaments.

P Harries That there was now parking in the west side along the hedge and the car park will be expanded

The two tournament dates are as follows   Hungerford Juniors 10th May 2008, Wickham Wanderers 17th-18-th May 2008

A Bell was concerned that the Rugby Club car park extension would not be ready for the tournaments P Harries said that they would need to ask the JOG for use of their parking

There would be a meeting to discuss parking for tournaments

R Thompson asked if the Cubs had approached the JOG

A Bell also said that if they used the JOG then there staff would have to undergo training for H&S to cross the road and this would cost £100 per person

P Harries said the gate was going to be removed and a chain put across the gate (Recommendation from three Crime Reduction Officer and the gate would be widened/

 

5. Skate Park

R Beard The skate park is quite clean and although the tables are moved there is no more damage.

E Cardwell spoke about a grind rail for the skaters the cost would be £351 but to install and tarmac the area would be £4000

The ROSPA report ha been passed, but the end fixings are missing this could cause a fire risk as people can get inside Cardwell proposed that a new basket be bought for the basket ball net.

Roger Thompson Spoke about taking the fence down to stop vandals climbing the fence and to give the users less of an enclosure feeling this was an onward discussion.

P Harries would like the users to be given the opportunity to paint the skate park and to tidy up the area

E Cardwell said that there might be enough of budget left for new equipment  £2000 out of £5000 left

A quote from Rhino for equipment about £2000

Playground services will only do replacement as uneconomical for them to repair

G Bullock I council cannot get three quotes then suggest give to Local Company.

P Harries proposed that due to the time element it might be advisable to us Rhino

E Cardwell to find out cost of Basket, also if council has own contractor to do tarmac. Will Rhino will fit grind rail, D Liddiard would find out costing for tarmac

A committee will be needed to manage the Skate Park volunteers are E Cardwell, D Popper Thompson.    P Harries to organise meeting.

Cricket Club

Quote 2  £550 a £50 increase due to fuel costs

6.Tragedy Memorial and Memorial Field

P Harries to meet with T Lavers re. Possible increase of maintenance (sub Meet NO increase

E Cardwell happy with his work and therefore will budget for same rate

Cricket Club quote to use small mower of councils

Quote 1 cc £100 increase

R Beard there was a mole problem that inhibited mowing D Liddiard offered to load CC a drag chain this offer was accepted.

E Cardwell to have agreement to use Mole man for St Lawrences Church

R Beard to invoice twice a year Sept and May already paid.

E Cardwell proposed Mole Man to be contacted by G Bullock and P Harries

Seconded P Harries

Thanks were given to D Liddiard for his kind offer of his Harrow

Damaged that the repairs carried out on our equipment had been high using Oakes Bros. He therefore would be using Baydon Mowers G Bullock to get address and quotes from BM

There was a requirement to replace the goal posts and this would be put to next years budget E Cardwell to costs

P Harries said there were goal posts in TF storage and we could trawl

R Beard would trawl around for those that had been discarded at the TF R Beard thought that small movable post would be a good idea as they could be moved to save grass

 

7. Quote 3 Dog Bins quote from WBC too high

Bins empties twice weekly R Thompson is actively sorting out DPB’s and the cost of emptying is £6.00 a week that was felt to be reasonable.

There was a requirement for polythene bags R Thompson to request from WBC

8. Pulpit lane

E Cardwell The official opening went well

Thanks were made to Elizabeth for all her hard work from G Bullock and the Council

E Cardwell we needed to chase Lapsett for the tools we were promised and she would talk to T Warrington also we have 2 year free maintenance agreement with Lapsett

P Harries suggested that we turf under part of the overhead runway if grass seed does not take to raise it up for older children this needs to be discouraged

e. Also there were knots being made on the rope

One piece of equipment was for the use of all ages and particularly recovering leg injuries this would be demonstrated in the summer

The Council had paid out £50,000 for this playground.

The council had received an Email from David Hogg about the Plaque for the Playground and E Cardwell and P Harries would put up plaque and fit stickers

This should be done this coming week.

 

9. Smitham Bridge

Opening went well but there were muddy areas that needed dealing with

P Harries suggested that we ask Playground Services for advice and a quote to seed put down matting and stepping stones this may cost about £300-£400

Quotes to be obtained from Lapsett and Playground Services

10. Bridge Street

P Harries and T Lavers to secure post which has its lock missing

Propose putting 20 roses in garden currently investigating costs

 

11. St Saviours

G Bullock Tree work under control, rabbits under the control of Mr Mills

G Bullock wanted to take over the control of St Saviours

Burial and H&S needs addressing as well as the paths the Gatepost still have not been painted and P Harries is concerned that the Gates are still at the iron works

G Bullock and P Harries to list what needs doing at the cemetery

Then 2 quotes will be needed from Mr Barletta and Mr James

This requires a committee visit on site

There had been various call about the poor condition of the cemetery the council felt that next year would require a big budget.

D Liddiard and G Bullock would report to committee by the end of February

We need to get the Gate posts painted and the benches fitted at the wharf urgently.

D Liddiard to see if he can get his guy to fit benches

12. St Lawrence’s

P Harries has a contractor to repair the wall and hearth T&M are doing the gate Mr Frankle will have a quote to cut away his tree stump.

If there is any money left we may repair the church path (this path is not a footpath)

Quote for AD King who does a satifactory job and to continue with maintenance his quote has risen by £115   due to increased fuel costs.

E Cardwell to approach AD king for a third quote for St Saviours

 

13. Swimming Pool House

Sub committee report, the tenant has been in the house for 4 years there is a considerable amount of work required main problem is the electrics and the garage roof which we are require by law

The rent is currently £725per month

G Bullock has authorised Marc Allen to carry out an electrical survey within a month

D Liddiard suggested thatb£1000 be put aside for repairers per year

 

14.Maintenance Person The costs of employing a maintenance person and the savings were a No difference situation and it was decided that this would not be cost effective

15. Mapping

£1000 set aside for mapping of churchyard but this was for next financial year
