Minutes of the Recreation, Amenities and War Memorials Committee meeting held on 29th April 2008 in the Corn Exchange Complex, Hungerford at 7.00pm

 

Present: E Cardwell (Chair), Cllrs P Harries, G Bullock, M Wilson, D Pope, D Liddiard, R Tarry, J Booth,  M Nesbitt. Also present B Boulton, S Skipworth

3. Minutes of the Meeting held on 26th March 2008:

Amend item 3 to: proposed by P Harries, seconded G Bullock. Item 13 last sentence to read, E Cardwell to liaise with the contractor who is charging just for the cost of the materials. Proposed by D Liddiard and seconded D Pope. 2 abstentions rest in favour.

6. Skate Park – report for meeting held 23rd April

The youths have formed their own committee Michael as Chair, Nick Vice-chair with at least 10 other committee members. It needs to be evident they are looking after the park before we can agreed to keep park open or build a shelter. D Liddiard can donate plywood for their Graffiti competition. Rhino quoted £1220 to remove Skate Park if required.

E Cardwell proposed standing order reinstated. Seconded M Wilson. Unan.

Skate Park committee left 7.30pm.

 

4.  Triangle Field

R Ballard has provided an estimate of £500 to stain the outside of the windows, doors and soffits. E Cardwell proposed we proceed with this work in June. Seconded by G Bullock. Unan. D Liddiard will provide a ridge tile as there is one missing and make enquiries regards obtaining plainings (half price of scalpings).

 

5. Junior Football Tournaments – grass cutting arrangements

Office to contact R Beard to advise leave grass for now as marking out takes place on 9th May with HTC games on 10th, 11th May and Wickham Wanderers the following week. A burglar Alarm with a Redcare line is to be installed at Rugby Club.

R Boulton and S Skipworth left meeting 7.40pm.

 

7. Tragedy Memorial

Office to approach Stacey Tuttle to contact A Lavers to arrange for planting of spiky bushes with blossom.

 

8. War Memorial & Recreation Ground

Playground Services quoted £875 for new goals excluding nets and £460 for installation. We require comparative quotes. E Cardwell proposed we earmark £1,000 of money from last year’s budget and approx £300 from this year towards replacing goals. G bullock seconded. Unan.

 

Residents from Parkway are unlawfully putting in gates from their gardens through to the recreation ground and dumping rubbish there. HTC are the landlords and T&M want matter resolved. This needs to be discussed at FCM and Open door.

9. Smitham Bridge Play Area – tarmac path

Quote for tarmac path is £1500. G Bullock proposed we earmark £1,000 from last year’s budget and £500 from this year for the path. E Cardwell seconded. Unan. We are to keep old notice board unearthed by new contractor.

 

10. Bulpit Lane Play Area

There have been complaints as this is grassing over. However Matte and RPII have examined and certified the playground competent. The play area is aimed at 4 to 14 year olds.

 

11. Bridge Street War Memorial, rose planting

Roses have been planted and 2 flagpoles donated by D Wilson Homes put up outside the library and at the war memorial. Thanks to D Liddiard for purchasing flags. Newbury Weekly has been advised flag was vandalised over the weekend. P Harries to fix pin snapped on post.

 

12. St Saviours Cemetery

Office to send copy of letter received from C Ealding to Mr James the new contractor which expresses her thanks for good work. We have a £100 estimate for painting of the gates. The original posts must remain. Look at 5 year lease for maintenance of graves and 50 year reusing of ground. Chris Dodd’s brochure will be passed to the subcommittee regards the unsightly bins. Brickwork needs repointing. Hungerford Scout Association requires a £100 cheque in the next cheque run for our donation towards the Graves Survey. Burial fees need to be looked at.

Obtain 3 quotes, one from Rivar, for gravel to extend car parking area. Office to contact M J Sly to obtain grave markers.

 

13. St Lawrence Churchyard – tarmac path

It will cost £1700 to tarmac the path. We have a £500 donation in writing from the church. E Cardwell proposed we earmark £500 from last year’s budget and £700 from this years to cover this. P Harries seconded. Unan. Must contact vicar for convenient time. John Handy needs to submit estimate for tree survey.

 

14. Swimming Pool House

Flat roof is in need of repair. £1,000 has been allocated in budget however house could cost £4,000/£5,000 over next couple of years. First T&M need to check freehold. P Harries to obtain 3 quotes for flat and pitched. Rent coming in should be allocated for repairs.
